Prime Minister Luís Montenegro will visit Brazil for three days to attend the G20 summit, starting Monday, November 18, 2024. The summit will also be attended by the world’s largest economies. Portugal will participate as an observer country, invited by Brazil, the bloc’s current president.
Message Of Friendship To Brazil
Before crossing the Atlantic, Prime Minister Luís Montenegro sent a message of friendship to Brazil. In an interview with the Brazilian newspaper Folha de S. Paulo while still in Lisbon. He emphasized Portugal’s openness, describing it as a multicultural country that needs immigrants, especially young people and families.
The Agency for Integration, Migration, and Asylum (AIMA) reports that Brazilians make up 35% of foreigners with residence permits in Portugal. Prime Minister Luís Montenegro confirmed the government’s support for the CPLP Mobility Agreement.
This agreement establishes a priority immigration channel that Portugal requires.

The Prime Minister also reaffirmed the government’s commitment to the CPLP (Community of Portuguese Speaking Countries) Mobility Agreement, which provides the priority immigration channel that Portugal needs. Luís Montenegro was straightforward in addressing questions about the government’s relationship with the far right.
When asked about the sanitary cordon he promised to Chega upon his election, he reaffirmed his decision, stating:
When I said ‘no means no’ to making an agreement, I was very clear that there were ideas and attitudes, radicalism and immaturity in that party that did not allow for that possibility. Naturally, I will fulfill my commitment and I can even add that time has proven me right.
Agenda At The G20 Summit
In Rio de Janeiro, Montenegro will make his only address at the opening of the G20. On the morning of the first day, the Global Alliance Against Hunger and Poverty will be launched, followed by speeches from representatives of the signatory countries, with Portugal joining the initiative. Luís Montenegro will speak in the session titled Social Inclusion and the Fight Against Hunger and Poverty.
In the afternoon, he will take part in the session Reform of Global Governance Institutions, attend bilateral meetings that have not yet been announced, and join a dinner hosted by President Lula da Silva.
On Tuesday (19), the government official will attend the Sustainable Development and Energy Transition session, the presentation of the summit’s conclusion reports, and the closing ceremony.
Diplomatic Engagements In Sao Paulo
Following these events, he will continue his diplomatic agenda with a visit to the Royal Portuguese Reading Room, where he will present 13 volumes of the complete works of philosopher Eduardo Lourenço, published by the Calouste Gulbenkian Foundation. In the late afternoon, he will join a reception for the Portuguese community at the Consulate General of Portugal.

Montenegro will conclude his visit to Brazil in São Paulo. On Wednesday (20), he will have lunch with the emigrant community at Casa de Portugal and then visit the Museum of the Portuguese Language. At the iconic museum, he will leave three volumes of the complete works of Luís de Camões, authored by researcher Maria Vitalina Leal de Matos.
